John Fisher, 1st Baron Fisher
Admiral of the Fleet
John Fisher, 1st Baron Fisher, was one of the most influential professional heads of the Royal Navy. As First Sea Lord, he became closely associated with reform in ship design, training, personnel policy, and strategic planning during the years before the First World War.
Fisher had earlier experience at sea and in administration, but his lasting significance lies in the restructuring of the service for the age of the turbine, submarine, and dreadnought battleship. He promoted concentration of force, modernization, and greater professional efficiency within Admiralty administration.
He is significant because his period in Admiralty leadership helped shape the modern Royal Navy. Fisher belongs to the history of naval reform, central planning, and pre-war maritime preparation.
