Charles Madden

Staff and fleet officer

Charles Madden was a Royal Navy officer closely associated with the modern fleet and with the professional staff culture that developed in the age of the battleship. His service extended through the First World War and into the interwar period.

He is useful as a figure because he illustrates how the effectiveness of the fleet depended not only on visible battlefield command but also on planning, administration, and continuous professional preparation. Staff work and large-scale organization became increasingly important in industrial naval war.
